There’s a simple answer to this question. Register with Google’s Webmaster Tools and find out. As early as 2005, Google has been sending out email notifications to notify webmasters of Google penalties for violating their Webmaster Guidelines.

Back in May 2007, the service was temporarily suspended because spammers were spoofing Google penalty notifications. However, webmasters will be happy to find out that Google announced on Wednesday that they’re renewing the penalty notification service. Google’s quality team does warn that they will not send any attachments with the penalty notification so if you receive a notification with one, it’s spam.
